ELECTION DUTY TA DA FOR KVS EMPLOYEES
Election duty is a constitutional responsibility that often requires the active participation of government employees across departments, and Kendriya Vidyalaya Sangathan (KVS) employees form a major and dependable workforce during elections. Teachers, non-teaching staff, clerks, and principals of Kendriya Vidyalayas are frequently deployed for various election-related tasks such as polling duty, counting duty, training, material distribution, and supervision. Since election duty usually involves additional workload, travel, and long working hours beyond regular school duties, the provision of TA DA (Travelling Allowance and Daily Allowance) becomes extremely important for KVS employees.
KVS employees are central government employees governed by Central Civil Services (CCS) rules. When they are deputed for election duty by the Election Commission of India or the District Election Authority, such duty is treated as official duty. Therefore, all admissible allowances, including TA and DA, are payable as per existing government rules. The main objective of providing TA DA is to reimburse actual expenses incurred during election duty so that employees are not financially disadvantaged while performing this mandatory public service.

Travelling Allowance, commonly known as TA, is paid to cover the cost of travel from the employee’s normal place of posting or residence to the place of election duty. For KVS employees, this may involve travel within the same city, to nearby blocks, or even to distant rural polling stations. TA generally includes reimbursement of bus fare, train fare, or other approved modes of transport, depending on distance and entitlement under CCS (TA) Rules.
Daily Allowance, or DA, is provided to meet daily expenses such as food, refreshments, and incidental costs when the employee is on election duty away from headquarters or when duty extends beyond normal working hours. In cases where KVS employees are required to stay overnight due to election duty, DA becomes particularly relevant. DA rates are applied as per central government norms or as specifically notified by the election authorities for the concerned election.
Eligibility for election duty TA DA for KVS employees depends on certain basic conditions. The employee must be officially appointed for election duty through a written order issued by the competent authority. Actual performance of duty and attendance are mandatory. TA DA is generally admissible when the duty involves travel beyond the normal place of work, duty on holidays, or extended hours of work. Without proper documentation, claims may be delayed or rejected.
KVS teachers are among the most frequently deployed staff during elections. They may be appointed as Presiding Officers, Polling Officers, Sector Officers, or Counting Supervisors. In addition to polling day, they often attend compulsory training sessions, rehearsals, and material distribution programs. Each of these activities may involve travel and time beyond school hours, making TA DA applicable as per rules.
Non-teaching staff of KVS, including clerical staff, assistants, and supporting employees, are also deployed for election-related administrative work. Their eligibility for TA DA is on the same footing as teaching staff, provided they fulfill the conditions laid down by the election authorities and government rules. The nature of employment—teaching or non-teaching—does not reduce entitlement once election duty is officially assigned.
The rates of TA DA for KVS employees during election duty are usually governed by CCS (TA) Rules and instructions issued by the Election Commission or the District Administration. In some cases, state authorities may announce fixed or special rates for election duty to simplify calculations and speed up payments. These rates may differ depending on whether the duty is local, outstation, or involves overnight stay.
